Yeah, I've had slicing on every character (and that's why too many to mention without being embarassed) throughout the starter zones. By far, the best slot to grab on Hutta is scavaging and on korriban is bioanalysis just due to the types of mobs you tend to fight on each planet.

Didn't they patch this?

Just an update to this thread. Per a couple of patches ago characters cannot get to the Fleet until they reach level 7. There does not appear to be any other requirements such as class quest progress etc. Fortunately the XP boost is still very useful and getting to level 7 takes a couple of hours max.

I cancelled my subscription yesterday, is anybody else still playing this?

Cancelled mine last week.
