Sell both.
I sell thousands worth of mats and enchants every day. Been selling so many scrolls I had to up my on hand production.
I'll second both. Diversify. Don't be afraid to check your pricing, also. If enchants aren't selling for 1500g (10x cost), but that's the market listing...why not post at 750g, still make 5x cost, and actually get some sales? Just be flexible.

If enchants are taking forever to sell, you may not be selling the right ones. I keep a stock of all the profitable enchants but there are a few that I can sell faster than I can make.
Enchant Chest - Glorious Stats is my biggest seller by far, but Bracers/Gloves - Mastery and Pandaren's Step are quick movers as well.
I think it really depends on the volume you deal in.
If you shuffle and get more material than you can sell as scrolls, absolutely sell mats. I try to limit my shuffling to once a week (I hate shuffling but I'm oddly addicted to it) and half the time end up with leftovers by the time I'm ready to do it again.
yeah to give an idea of the scale im working with, im buying like a minimum of twenty thousand gold worth of ore, sometimes rite there around 700-900 stacks.
and shuffling it to mats, judging by the speed of things, its seem easiest to make like a stack of each of the obsurdly profitable ones, and just sell off all the mats
I agree with those who said sell both, no need to limit your income and it sounds like you have more than enough supply. Also, with the enchants taking forever, study your market and see which enchants fly off the shelves, I promise you there are some! Good luck and many profits to you!

Yeah that is what i wound up doing. nothing really "flies of the shelves" mostly because im used to people buying like anywhere from 3-50 of the same mats for 25 g each at a time. but idk i just make a stack of each and ill see how it goes, it may take time, and as ive already cleared the money i put into all of it, it will be worth the experiment to see what goes first.
I am an outlier; I don't see much enchanting mats coming from shuffling, just the occasional ethereal shard. Even for those special enchanters who can make vast profits from their scrolls, I am still better off vendoring the rings and then buying the dust from the AH, or making it from cloth and leather. I.e., at my realm prices, there is no "shuffle" the rings are d/e and there is a separate question as to whether you want to sell scrolls or convert dust to ME or w/e.
Glorious Stats to Chest and Windsong are my biggest sellers. I put up the Sha Crystal bracer enchants as well for a tidy profit but those sell maybe 1-2 a week. But yes, diversify I think is important. You can try to bank on selling your most profitable item...but you'll be sitting on inventory for a long time. Better to sell multiple things at lower margin now to use up all that inventory and have the money now.
